Armitage City is a massive city-state on the continent of Estasia, it is allowed autonamy due to it's massive size, large population, and importance to the global economy. It is the largest center of trading on the planet and many governments get supplies exclusivly through the city, this allows them to secretly deal with countries that they are supposded to be on bad terms with. It is often jokingly said that when countries are at war with each other they are trading each other the items they need to wage war on one another due to Armitage Cities policies.

The entire city is built over the Gibson Mines, the largest mines on the entire planet, containing a surprisingly vast variaty of the most sought after minerals on the planet including diamonds and coal. The mine is gigantic and working conditions are very poor, and many people consider it to be the closest someone can get to hell while still living.

The entire mine is covered in a high vaulted ceiling, over which is built the Undercity, a sprawling cityscape whose air is thick with smog. This is where all the mine workers and their families live, and since then has developed a wide and sordid population, it has a high rate of crime and is only lightly patroled and law enforced by the Riviera Security Firm, the official police of Armitage City, known for their beige button up longcoats and brutal enforcement, and most of the time they enter the Undercity it is because a gang has commited some crime against those in the Overcity. The Undercity is also the location of many factories and the massive steam engines that power the city, where thousnads of people work to keep them running.

The Undercity, like it's name suggests, is also under the next layer of Armitage City, and so never sees the sky, though sunlight filters into the city through many slits built into the walls and ceiling. Movement between the various levels of Armitage City is conducted through a large number of cargo elevators and even larger number of smaller elevators for people traveling. These elevators are heavily guarded by the Riviera Security Firm due to their appeal to terrorists.

Above the Undercity is the aptly named Overcity. This is much cleaner and more expensive, nearly every house is nice, and many different corporations have their headquarters located here, home to many office buildings and sprawling estates and the workers of the government and the guilds. There is a very low rate of crime in the Overcity and very high presence of Riviera Security Firm patrols. The Overcity can see the open sky above the massive Armitage City. Governments from all over the planet maintain embasies on the Overcity where their representitives do buisness with the guilds.

Although not technically a level, there are six gigantic towers that rise up above even the Overcity, giving Armitage City a unique look from the distance. The central tower is the center of the main government of Armitage City, a somewhat dictorial government that is run by a politician elected by a public vote, although only people who are registered guild employees have the right to vote, the current President is Wolf Wintermute, the President also is the highest ranking person in the Riviera Security Firm, although he rarely gives direct orders, allowing the Director of the firm to do the grunt work. The other five towers surronding that are the headquarters of the five guilds that wield the most power in Armitage City and handle contracts between the various cities and governments of the world. The Finn Guild runs the distribution of coal. The Yonderboy Guild has a corner on steam based technologies. The Maelcum Guild is a heavy producer and shipper of firearms. The Ashpool Guild has control of the printing of money and managing and constantly updating the worlds various economy, including exchange rates. The Krushkhova Guild owns a great number of factories that fabricate steel and ship it to companies all over the world, being the large producer on the planet. The ten most influential guild members, two from each guild, form a council that works like a Senate, able to vote down decisions made by the President if they do not agree with it, creating a lose set of checks and balances.
